I always assumed loading and unloading military equipment on trains would be contracted out. When I was in the Army in the 80's, almost every mess hall was contracted out to civilians as well as many other routine functions. But according to the T-SPLY channel, his active duty unit loaded and unloaded their own equipment on the train.
