I think so too, he's just one of those guys who will never admit that kind of thing until you really push it out of them!! My boyfriend is very reserved like Saito. The "getting to know you" part was 7 years lol. If it wasn't for the fact that I'm an open and straight forward kind of person we would never be here. He always liked me and would have been attracted to me if we were both single when we met, and when we were single and hanging out he was attracted to me and thought highly of me but would never in a million years have made a move, it was only when we were talking about being lonely and attraction being apparent that anything was able to happen and it wouldn't have if I hadn't subtly led it forwards. I still have to keep making moves and we have been together for almost 5 years in a comfortable relationship. I honesty don't like making the move but no one is perfect and he's great in other ways. It's not a wildly passionate relationship but it's sublimely peaceful, mutually respectful, full of trust and I literally cannot spend all day every day with anyone else but I never tire of his company.
Chizuru really has to push it out of Saito who I think loved her from the start but would never in a million years let himself be open about that, and until she just says it, he denies the possibility that they could ever be together to himself. For years. My personality is similar to Chizuru in a lot of ways (both INFP) but having been born and raised in modern Australian culture I naturally learned to be more forwards and open about my feelings but I would have been a lot like her if I was born in 1850 Japan. (As an estimate she seems to be 13 or 14 at the start of the story in 1864). My boyfriend is INTP and I would estimate Saito is INTJ but with the N being a bit lower and further towards the S. These kinds of people can be very hard to get them to be open about their feelings. They have a very rich inner world but struggle to express it.
Thankfully self expression, such as arts, languages etc is among us INFP biggest strengths but we can be very shy and doubt ourselves more than we would ever imagine doubting other people. But when we believe something we believe it very strongly, to point of doing things that seem bold and out of character and can surprise everyone including ourselves. I found Chizuru to be a very realistic and relateable character. Her romance with Saito in his route is also really realistic between these two kinds of people. She reminds me of being a teenager. I had the same level of shyness and self doubt too and it's only life experience and an amazing relationship with a guy that was kind of somewhere between Okita and Harada in his personality (he died) that taught me to be more outgoing and open with my feelings. I can also say from experience that those routes were also very realistic given the kinds of characters they and Chizuru are.
That's why I love this game, the characters and relationships are so realistic given the different personalities. They're a level of "human" that can be quite rare in fiction. All are interesting, three dimensional characters with a lot of thought put into them, and they develop and grow as time goes on, as people do. My favourite stories are ones with 3 dimensional characters that have good development as the story progresses - but only where the character is a kind of person who is open to learning and development. But I also like seeing some characters who don't change because some people just don't, they have low levels of introspect and/or spend their lives putting blame on other things and people and usually end up kind of miserable. Like Yang in Piofiore. That guy has 0 introspect, he can't even understand his own emotions, he ain't gonna change. He's a total sociopath through and through, there is no "nice Yang, only selfish and unpredictable Yang who will continue to be like that until he dies at a probably young age, so I'm glad the writers let the main character understand that in the good route.

Yeah I genuinely love the OST from the Shinkai versions of the game. It's so good I listened to it in car for a while. A good OST really adds so much emotion to a story whether it's a game, anime, movie, etc.

(SPOILERS) Lolll at Heisuke being so thick! But I had a feeling Saito was just playing along to minimise trouble. He's too perceptive not to notice and I think he's been in love with Chizuru from the start but he's always so opaque about his feelings.
I think there is an official thing I read some times ago about the scenarist saying at which point the hakuouki characters gained interest in Chizuru. Saito was one of the earliest (maybe THE earliest though it might be Heisuke) since it was around the time of the Ikedaya incident.

I love your translations! They're so smooth, easy, and entertaining to read. You should totally do this professionally. I WISH THESE SHINKAI GAMES WOULD COME OUT IN ENGLISH RAHHHHH (and KW/EB for Nintendo Switch!! I have it on PC but Switch is the best for Otome imo and would buy it in a heartbeat. Please oh please Idea Factory!!!!)
I also wish for a switc loc at least for the main game ! Some otome fan might be like "meh, another Hakuouki..." but it would bring younger players into the franchise who didn't play the earlier versions ! With Amnesia being loc, maybe Hakuouki will be at some point... But only main game I think.
About the professionnal translation, I am far from this level and I also don't have much interest into doing it ! I translate what I want, at the pace I want and I enjoy it that way (Plus, I love my IRL job) but thanks for the support ! It really warmed my little heart

I think you have a good point that it would be a chance to bring more people to the genre. It's a great choice for a first otome or visual novel. If it was on Switch I would probably get it for my sister, for example. And I would definitely buy it for myself too. Plus a port is cheap to produce compared to creating an entire new game from scratch, so one would think that from the perspective of the company, it would be good value for money? Also Hakuouki is one of the most popular Otome and from what I read around the internet there were plenty of people who had already played the older versions when KW came out but still bought it and were excited to play it again. It seems particularly popular in Japan and I don't see why it wouldn't be worth giving it a chance in the West too, especially given that it could bring more people to the genre like you said!! Some people might even decide to try it after watching the anime and then discover otome games! The anime was good too, the story was cohesive for an anime based on a visual novel (some anime based on visual novels can be a bit disjointed). It's older now but my boyfriend and I both watch anime regardless of how old they are. Sometimes he finds a real gem of a series that's like 15 years old or something.

By the way hakuouki Fandom, it seems like there is no such photo memory of Hijikata and Okita with Chizuru
There is one of Okita with Kondou and one of Hijikata with Iba.
Okita and Hijikata are not main characters in Ginsei no Shou.
(Same : Saito is a side character in Tsukikage no Shou so he doesn’t have a Tanabata festival chapter)
Main characters of each games
Tsukikage no Shou : Hijikata, Okita, Sannan, Yamazaki, Iba, Kazama
Ginsei no Shou : Saito, Harada, Heisuke, Nagakura, Sakamoto, Souma

This could just be a creative liberty the writers took, but women weren't allowed to participate in the theatre back then (at least not to my knowledge). Although they could've just been referring to a model, likely employed from The Red Light District.
yeah the meaning is close to a model but modeling wasn’t really a thing back then. They were asking some oiran, geiko or even some normal town girls just to stand next to a man for the photo. It was more an « accessory ».
The identity of the actress/model who didn’t come is revealed in another version of this chapter.
The original kanji is 役者 (yakusha) which translates in my language in actor/comedian
