- GDS Compassionate Engagement Scheme 2023
• Department of Posts vide its letter dated 14.6.2023 circulated the new scheme called as GDS (Compassionate Engagement) Scheme 2023 reviewed and revised the earlier orders dated 30.5.2017.
• This will be given effect from 14.6.2023.
• Dependent family means that they are dependent the GDS at the time of death
i. spouse,
ii. son including adopted son/married son,
iii. Daughter including adopted/divorced daughter/ judicially separated daughter
iv. For unmarried GDS, unmarried brother or sister.
v. Widowed daughter in law.
vi. Widowed daughter.
• Widowed/divorced will be allowed in engagement neven after re marriage.
• Spouse first priority; Second priority nominated by the spouse. If no spouse, one family member with the consent of all.
• Divisional head is competent to make compassionate appointments on the basis of recommendations of the Committee on Compassionate Engagement (CCE).
• Prior approval of regional director or DPS HQ is a must.
• The CCE will consist three members
i. Head of the division.
ii. Dy SP/ASP/IP posted in the DO who look after the cases.
iii. Senior most sub divisional head of the division
• Committee will meet quarterly in April/May. July/August, October/Nov, January/Feb every year for the quarterly years of April, July, October & January .
• The ward of the deceased GDS whose educational certificate, community certificate and police verification were not completed, are not eligible for compassionate appointment.
• They should fulfil the eligible conditions as per the GDS Rules 2020 for the GDS posts.
• If not possessed the required qualification, he may be considered but within three years he should acquire the minimum qualification. During that period only minimum TRCA and no annual increase. If not qualified within 3 years he will be terminated.
• Transfer of such provisionally engaged GDS shall not be considered till completion of one year from regularisation of engagement.
• Age is as per the date of application and not the date of engagement.
• No relaxation in the upper age but there is no upper age limit for the spouse.
• After approval, the post the deceased GDS was holding may be offered if vacant. If not in the sub division or in the division as per the preference of the applicant.
• If two applied for same post, the elder applicant will be given the preference.
• Application should be made not later than two years from the date of death of the GDS.
• Belated requests after two years no cognizance will be taken by the Department.
• An eligible member can be considered even if other dependent member is earning and not supporting the family.
• Information about this provision should be intimated by the SDH immediately to the family. Application should be obtained by the SDH within 25 days after the death.
• If GDS is missing, the request can be considered only after 2 years provided FIR is lodged with the Police and Police report about non traceability. It is not a matter of right. It is not eligible for the GDS suspected committed any fraud or joined any terrorist organisation.
• If disciplinary proceedings is pending at the time of death this can be considered. Whereas the GDS who was involved in moral turpitude/ misappropriation and awarded major penalty while in service his wards are not eligible.
• The applicant should give declaration to maintain the family and if neglected action will be taken against him.
• Any change of post can be considered before joining only.
• An engagement cannot be transferred to any other person and it will be rejected.
• Seniority will be based on the date of joining in the GDS post.
• Representation against rejection should be made within three months. It will be decided by the HOC. Belated representations can be considered under the discretion also. It should be finalised within three months of its receipt.
