Please explain the reservoir vent system used on Cat and why there is usually residual pressure in the reservoir. My old 1980 D3B makes the same hissing sound (relief of pressure) when the reservoir cap is loosened. My other construction machines (brands) have a simple vent filter.

Depends if the pump is gravity fed from the tank. If it is gravity fed, it needs pressure to push oil across to the pump.

Simply put there is air in the hydraulic tank and the oil level is rising and lowering by the time oil circulated which causes air pressure rises especially when a lot of hydraulic oil return to the tank.

Why don't Cat just make use of spin on type hydraulic filters , much simpler .

Because the return flow, and pressure are to high. It would blow a spin on filter apart.
This cartridge filter is much cheaper. You don't have to buy, and throw away a housing. That is capable of handling what this system does.
