I'd replace the Mechanicus and Imperial Guard as the Mechanicus basically produces everything even rations... kinda hard to hold territory when you're naught but skin and bones, just ask the Imperial Japanese Army...

Got to love the Guard - there is something endlessly compelling about warriors who stand against the myriad horrors of the 40K setting without superhuman abilities and personal armour that would put many a tank to shame. Across the vastness of the Imperium, for every battle that must be fought by the Astartes, Custodians, Battle Sisters or other elite Imperium formations because the combat is beyond the ability of normal human soldiers to endure, how many thousands of wars to defend mankind are fought by normal men and women alone, standing against the horrors of the night with nothing but a Flak vest and a Lasgun? The Guard are often both the first and last line of defence against some of the nastiest critters in all of sci fi and sci fantasy fiction, and yet they hold the line. That cannot help but be inspirational.
They're just weak bag of flesh and bones, yet they has hold the line for ten thousands years, then what make the chaos who looking down on them as weak yet never able to break their line of defense never able to break the guardmens spirit.
