The PMC (Private Military Contractors) are NOT Makarov's men, they ARE the Loyalists. The Loyalists are Russians who remained loyal to the old anti-Makarov government, but they were defeated in the Russian Civil War against the Ultranationalists, an unplayable faction that we don't even physically see in the game. They lost the war and retreated to probably northern India (COD Wiki) and became a Mercenary Company to receive the fundings and cash to stay afloat, they are essentially part of the 'good guys'.
