ok hold on...
i see some aspects that CAN be improved on.
1. Iron golems that are spawned by villagers shouldn't be allowed as they can turn on you. instead, make them on your own. they will stay loyal to you and at the same time guard the village. label YOUR iron golems so you know which aren't yours and execute them.
2. you would want to have a dog army, similar to the Waffen SS or gestapo (any sort of personal guard throughout history lol). the dogs are also loyal to you and they will execute anyone who you want to be executed with relative ease. they also double as national guards but you have to lead them.
3. prison building is too obvious to the public. make it underground or something. you want the people to "fear" what has happened to those who have "opposed" you, thus you would want that element of mystery where people literally vanish and they don't know where the vanished went.
these are some things i saw that could be improved to mirror that of a fascist state (albeit more towards the nazi dictatorship model than that of an italian one)

I’m not sure what makes you think a ministry is impossible in a Fascist state, it’s practically essential to the structure.

I kinda did this before watching the video.
I added massive complexes full of doors. Seven iron golems spawn. There were so many villagers it lagged the world. The best villagers were dragged away to the nearby river in boats. I would then sail a long journey to my base and deposit the villagers either in booths or at a harbour. There were a pair of farmers that I made a botched automatic farm with. The villagers at the harbour were left in boats there. At night the drowned came up and killed them all. There was a really good trade I found, 18 emeralds for a mending book. I shoved them in a minecart, removed the rail and crammed them into a 3x3 white concrete room. For the lighting I made pits of water and filled them to the max with sea pickles (since 4 sea pickles on a block gives light level 15 and torches only give 14) I then put an iron door on it with a stone button so no skeletons opened it with an arrow. There’s a lot of iron golems that I built nearby. It’s a very secure room and they’ve never left it since they entered.

I built a thing like this were instead of villagers, I use my friends. I make propaganda and banners as well as 10 block tall and 6 blocks thick walls all around the city I built for my 13 friends who live in the world. My brother and 2 sisters are the police and they arrest anyone who tries to escape or disobeys any rule I have put forth. I also made a collective economy and make sure all resources make it to a Center storage system in which I use to build the city or feed the people (as well as make my life fabulous). P.S. the whole city is made of Stone bricks, the polished stones types, and white, grey, or black concrete.
this has enough information about fascism (and is minecraft related) that i'd half expect teachers to play this in an 8th grade classroom

Exactly what I’m referring to: Greece surrendered to German troops on 20 April 1941, under the condition that they would not have to surrender to the Italians; this condition was agreed to but revoked several days later after protests from Mussolini, and the Greek army surrendered to Italy as well.

Rome is even still the 8th most winning army of all time, but recent history has not been kind (with perhaps the exception of the former members of the Helvettica Confederation or Sardinia-Piedmont)

Stalin, on the other hand, was brutal enough to keep anyone from successfully rising up against him, even when the USSR was doing poorly (including while it was being invaded by the Nazis).

I followed this with small changes for 1.14 and it worked well. But you have to bring the villagers you wanna kill to a hidden place then put a bad banner over their bad to show the "Bad ones" took them.
I remember just spawning literally right next to a mansion.
