Joe Davola’s non-response at 0:43 is my favorite part of that scene. Perhaps the best example of saying a lot without saying anything. His silence makes even creepier and unpleasant

The cop seems to be on his lunch break. Therefor, he's off-duty. If there were an emergency, I imagine he would do something to help. But since there' no emergency, Seinfeld is wrong to complain.
