For those who don't get it (kinda hard to explain): It's basically a joke about the delivery of a story or joke that makes it funny. They didn't laugh because he didn't "say" the story in a way that makes it funny, but the joke is that he's only yelling out a number, not a story, and essentially the last prisoner didn't yell out the number in a "funny" enough manner
