No it is not possible, in order to get the access to N/W you have to be recognized as a subscriber of a particular telco operator, even though you may use some wifi n/w.
When user goes from Area A having x operator , to area B , in area B x operator services are not present but y. Then how A will use the services of y operator in area B ( if x and y are roaming partners) . I think this is also a roaming, which is still present in India what you say?

This is inroamer and out roamer concept. Say airtel and idea can have a agreement and latch into each other networks
