The problem with paint thickness measurement (only) to claim some repaint is very tricky. I tell you why: It's called factory respray which is done during the production of the car. Happens more often than you think (e. g. due to some dust inclusions observed by QA). And at Volkswagen for example 300 microns is the acceptance limit from the factory. According to this measurement gauge it would tell you, it was repainted (which may be right, but you still don't know whether it did happen inside or outside the production facility)..

You raise a very valid point about factory refinishing. However, the question in reality is even more complex than that. For example different areas of the same car can be of different thicknesses due to a number of reasons. In addition to the ‘factory refinishing’ reason that you mention there are also areas of the body that may be designed to have different thicknesses such as for stone chip protection etc.
That said, the overall intention of using a Paint Thickness Gauge to assess the vehicle paint condition is predominantly to highlight areas of the vehicle body that may potentially have been re-coated as a result of accidental damage.
For example, if an area of more than 500 microns were detected then it would be indicative of either the presence of body filler under the paint or at least the presence of quite significant re-coating over the original factory finish. Secondly, an area of under 80 microns would normally indicate that the panel under review had been replaced and re-coated outside the factory specification.

Why does it only work in increments of 10 in microns and increments of 5 in mils?

The Elcometer 311 is designed to give fast dry film thickness measurements on steel and aluminium to an accuracy of ±5% or ±20μm (1.0mil)*, to a resolution of 10μm (0.5mil); to provide an indication of the overall condition of automotive paint work.
If you require a paint meter that gives results to a greater resolution, the Elcometer 456 can provide measurements accurate to ±1-3% or ±2.5μm (±0.1mil)*, to a resolution of 1μm (0.1mil); depending on the combination of gauge model and probe being used.
