There's a great 40k fanfic out there called The Shape of the Nightmare to Come. It opens up with the Emperor dying and becoming the Starchild - the Chaos God of Order. The Starchild starts out trying (and nearly succeeding) at turning the warp into a stable place of Order and Reason, but the ither gods 4v1 him until he's broug back into line (like once happened to Tzeentch). It's a cool depiction of the idea: a warp god definitely at war with the rest of Chaos and the warp...but welcome to the club buddy, all four of us are at war with each other all the time! Anyway, there's no clear rule about what the warp can or can't be or what concepts Chaos gods can't represent. GW could work around the contradiction in a lot of lore-appropriate ways. One example, like you said, would be focusing on the chaotic, arbitrary, mind-destroying power of a galactic bureaucracy gone mad - a machine that trillions of humans *believe* in, but which is as twisted and corrupted as any other Imperial institution. But there's other options. TSotNtC goes with another. All Chaos gods are trying to reshape the warp as they see fit. Given the chance, each would destroy the others and turn the warp into their own personal playground. They'll (probably) never succeed, but it's in their nature to try...and fail. Likewise, a Chaos god of Order would TRY to reshape the warp into a realm of pure logic and reason and stasis...and would fail. Probably. I mean, there's lore suggestions that the warp reflects the turmoil and feelings and experiences of material being (see: the War in Heaven) so it's not impossible that a god of Order could win. It would just be a different kind of unimaginable madness.

considering malice got turned into be'lakor cuz of copyright issues, the current runner up for godhood is vash'torr after the pariah nexus story, and hes getting verrrrry close in terms of godhood, since 10th edition, a chaos faction is already being brought out (emperors children) when 11th edition pops around, thats when the new daemon army will be created. if they leave pariah nexus open ended for vashtorr, it will most probably be his ascension, with the iron warriors returning and pertarabo getting his ascension to daemonhood as a daemon primarch.

considering the release of a new army anyways every year, it wouldnt be bad at all, especially since the furthering of the chaos legions and such is making it a bigger game anyways. chaos corrupted aeldar would basically cover a model or 2, as they wouldnt hold too much prevelance in armies except for psykers. genestealer tau would just be "genestealers may take 500 points of tau units in their army" so that wouldnt really ammount to much. mechanicus that worship necrons? theyd just get turned into necrons, like no offense.
Do we really need a new chaos god though?, if anything perhaps taking ideas from like Diablo could be more interesting where you have the prime evils and then lesser evils. The same could be done with the chaos gods i think, like the big 4 and then lesser chaos deities could be an idea. Malice to me comes out like a lesser version of Khorne as he shares the same appetite for destruction, The Labyrinth novel have parts in it that are very reminiscent of what you would see worshipers of Khorne do.
I'm not a fan of the Tyrannids in the sense that I can't connect to them, but I do like the opportunity it gives for the characters to shine. They're like a natural disaster or climate change.
The longer 10th goes the more I think once EC shows up, we will loose the deamons into the respective factions and seperate AOS and 40k deamons....leaving it open to bring vashtorr and the deamon engines into a dark mech faction for 11th

hunger is already attributed to slaanesh, with glutos orsciollion, being one of their princess. so thats doubtable, bearing in mind theyre already unnable to create a chaos god because theres no unifying beliefs, only a hive mind. the genestealer cults already have one as it further creates the main hive mind anyways. so not likely, but would be cool
