Well, the station you arrived first is Taipei Main Station "for Taoyuan Airport MRT" only. It's just a small part of it. So, there's no so much people in the area. If you walk to the central part of the station, which is for urban metro MRT, TRA(Taiwan Railways Administration) and HSR(High Speed Rail), you will see lots of people there. In fact, there are more than 255,000 MRT passengers, 85,000 TRA passengers, and 66,000 HSR passengers per day in Taipei Main Station.

8:09 Seems like you took the local service; if you took the express service it would be more comfortable, calls at fewer stations and is the same price.

Ahh okay, thank you! Next time we'll try the express service

Haha, we felt that way too! Where’s everyone?! It was like that throughout the country, except the super touristy areas

Welcome to Taiwan! There are so many cool things to do there. If you have the opportunity, definitely travel to southern Taiwan and the offshore islands. They are beautiful! Enjoy!
