Probably it will work if you take a proven mug warmer (like the one I previously reviewed: XIAOMI ROSOU ZS1 ruclips.net/video/-DnKOf3wxMc/видео.html), I wouldn’t do it with your favorite mug, just in case the walls get too thin and there any issues later on, but that sounds like an exciting project, hope you do share the findings if you end up going through with it!
Unfortunately not, super expensive in Ukraine and can't even get one from a reputable store that would honor the warranty if something did go wrong with the almost $200 cup. (and that's like twice the average pension here, so purchasing power wise, and considering the current "situation"..)

I am wondering if I can sand the bottom of a ceramic mug flat. Might be the only option. Cannot find any flat bottom mugs
