Obviously Sir Hopkins gave an all timer performance, but we can’t overlook Anthony Heald’s performance as Dr. Chilton. His facial expressions and mannerisms are so good. The way he shows off Dr. Lecter, almost like he’s a science project. Great acting from Heald.
I love this film more and more. Jodie Foster is immensely talented as well. I love how she is able to portray a strong woman but not make it distasteful and overbearing.

Heald has played a couple of disreputable characters. He does this with that smile and the glint in his eyes.

Dr Lecter looks completely unimpressed that Dr Chilton could not find his pen. This is worse than all the terrible treatment he has received from Chilton. Lecter can’t wait for an opportunity to have him for dinner as a punishment for clumsiness.
Lector knows where the pen is, but hides the victory well.

Senator Martin, doctor Hannibal Lecter.
For a man who loathes rudeness, he sure went after the senator, who was otherwise being very gracious with him. She didn’t understand it was part of the quid pro quo game he likes, so of course she was immediately offended. In Clarise’s case, she understood the ‘rules,’ so was more willing to tactically share personal details as a way to extract information.

The thing about this scene that bothers me is he looks NOTHING like he does in other scenes. His hair is darker, significantly, and he is thinner. Which makes me think this scene was filmed after primary filming concluded.

Yes, it's just a fictional representation. One of the problems during trials is the lack of security precautions partly because it's considered prejudicial to the defendant and partly because custodial staff can get complacent doing the same procedures over and over. They deal with evil people so much that they can underestimate their dangerousness; evil starts to seem almost normal. Bundy escaped from custody twice, and Israel Keyes managed to commit suicide in custody.

How did Lecter steal the pen?
Chilton went into Lecter's cell to tick him off and accidentally left it in there. This never made much sense to me because he was restrained and the guards who took off his restraints should have seen the pen.
