You sound like some one who has not driven through the delta. There are a lot of little, as in narrow, most low-traffic, roads that often dead end into or follow along the water on top of the levee. Then there are probably hundreds of miles of shoreline so my guess is that it would not be worth the high costs.
Recommendation this is military divers at work. State float a barge after with the crane and where these divers can hook to the vehicle and pull the cars up and then float back over to exit point this will make it easier than the wreckers boom trucks on the side trying to pull them up the bank and turn the vehicles old heck, if you need more help call chaos divers there’s a lot of rescue team. Get a hold of them to let you know how it works but get a bar out there with a crane
