He is a random event but their are some hot spots he can spawn at the truly rarest event is the unique alien blaster that falls from the sky I play fallout 3 for 4 years straight and only had that unique alien blaster happen 5 times
I think him and Fawkes would be great friends
He has a unique dialogue if you have fawkes with you saying that his glad another super mutant doesnt follow the mindless killing

almost every play through I do I feel like I’ll see him eventually I wish they would’ve done more with him though

both times ive started fallout 3 thats one of the first random encounters i got. I thought he just spawned by megaton
I ran into him on my first playthrough after I had saved Fawkes. So I had assumed he was Fawkes until I saw his name. lol
