On pg 35 of the pacific rule book, it says in reference to the UK "an economy whose capital is held by the Axis can't collect income, spend IPCs, or repair units." So as you were saying it is more about who owns the naval base vs who owns the ship. The owner of the naval base has to have their capital in order for anyone on that team to repair at that naval base, right? Now my next question we struggle with is this: can a capital ship take both hits in the same combat round, or is it limited to one hit per combat round? Great video!

In the scenario here where London has fallen, I am not clear why Calcutta could not use the Gibraltar/Egypt/South Africa naval bases to repair capital ships. Those naval bases are friendly/operative and they still having Calcutta, so doesn't that fulfill the need to have 1) a friendly/operative naval base and 2) an active economy?

The requirement for the physical repair capacity is the same, but the source of the resources is different. Per the rules I quoted above, an economy that has a captured capital may not do repairs, and the two economies make their own separate purchases and repairs. If the repair is being done at an allied naval base, it doesn't really matter which economy "pays" for it (the units don't belong to a specific economy once they're on the board), so this can be done if either capital is free. However, the rules I quoted prohibit the repair of units by an economy with a captured capital, as well as the use of resources from one UK economy with the facilities of the other, so that rules out repairing at a Europe base using Pacific resources, and vice versa, if either capital is enemy-held." He doesn't say specifically why that is. My sense is that it is the penalty for losing your capital. If you could repair it anywhere, then that would exclude one nation completely from the mechanics of the game. They already have the advantage of 2 capitals and can still repair at most places, just not on their naval bases on the board that contains the lost capital.
What happens if france gets liberated from germany, but 3 rounds later italy takes its capital. Does france loses all of its money for second the second time, first to germany and then to italy, or is france alowed to keep the money this time?
That's if you're playing Cliffside Bunker Rules like we did at the Grasshopper Invitational. If you're playing by the official rules from the rulebook, then you get the money every time you take someone's capital. When I quote rules here on my channel I will always quote the official rules unless I otherwise state it in the video.
I would disagree on the point that the Eastern USA Ports are viable as this map is considered the English/European Map. And since this example illustrates an English not an Indian-English ship then the BB in question may not be elligable for repair resouces, on the Europe Map if London has been captured. Should the BB in question make it to the Pacific map then Calcutta would consider the damaged BB now a part of their Navy and any Allied Port could make the repairs. And yes, the English think this way too.
England and India are the same nation as far as units on the global map are concerned. There is no such thing as an English ship or and Indian English ship. According to the rules there are only UK ships. He did end up with a complex on Persia, but that wasn't what he was going for in the beginning of the game. It just ended up that way. The game went back and forth for 2 days and didn't go my way until the last couple of rounds. Rich Jerstad gave me a run for my money to be sure.

Italy gets the money if you're playing out of box rules. Each time your capital falls you lose your money to the nation capturing it.
