I work at Aldi. The reason they do the quarter thing is so that you are forced to return the cart if you want your quarter back. That way employees spend less time gathering scattered carts out of the parking lot and can spend more time helping customers.
Now that I think about it, when I went to Aldi they had the tall antenna pole thing on the carts so that you physically couldn’t take them through the doorway outside. Just like they do at Ross Dress For Less.

In Germany, A person puts their ! Euro coin to release the cart, and then to get your Euro coin back, you become a good person by returning your cart. To me, this is smart thinking, and thus keeps the carts in the que at all times, and not all over the parking lot.

And they are expensive to buy a shopping cart to a supermarket. And our supermarkets have a war in our country. Because they stealing the shopping carts from each other! And that is a fact.

So in the netherlands we have stores that are really close to each other. So they do take the carts and put new brand names on it with their color.
