The critics loved how well weighted the vehicles felt through the corners, giving quite a hint to what they were actually trying to create. to be honest, I would've prefered the Motor Toon games over Gran Turismo; only because I like the visual style made by the same guy who did artwork for Hudson's Adventure Island.

I should point out the critics didn't like this at all. The graphics were incredible but the handling was a bit all over the place. That was fixed on MotoToon GP 2 and with the inclusion of MotoToon GTR as the first sneak peek of Gran Turismo, which incidentally, also handled terribly.

i'm guessing not - but if you're looking for a good emulator ePSXe is solid, i warmly recommend plugging a wired USB xbox controller for even more enjoyable experience - you'll need a driver for it but it shouldn't be hard to track down.
Perhaps you are not aware of Super Mario Kart (1992) for the Super Nintendo. That is the original one. Mario Kart 64 is the second game. So, Brandon is completely justified in his comment.

This one never made outside Japan (during the ps1/ps2 years) the sequel did but only in the PAL region was called motor toon Grand Prix 2

You need to search for Motor Toon GP in NTSC-J or PAL, else you'll just find the NTSC-U release of the second one.
