Refer to the concept of p persistence. if the system generates p=0.4, then as per your example both S2 (0.5) and S3 (0.8) should be allowed to transmit since the flowchart reads

In p persistence method:
If 2 stations are ready to transmit with probablity value 0.3 and 0.7 respectively. And p comes to be 0.2 than I think both can transmit and there would be a collision as 0.2 is less than both 0.3 and 0.7
Am I right?
Let suppose A sensed that line is idle ...then At first p will be found ...and if p is less than A's transmission probability then A will transmit and B will wait for another chance .
