3rd party commercial tools like "Woodworker for Inventor", etc - can these be developed with the API? thanks

Yeah.. As woodworker just acts as an add-in inside Inventor, such tools can be developed and integrated as an add-in.. The inventor api documentation explains in detail the creation of an add-in. Yes inventor api is the way to go!
