I was watching my friend play this for the first time and the exact thing happened, he got seen by the guard and he was taking a look, he tried hiding in that locker, he opened and it was too late the guard was just around the corner, the guard dead ass stared at him while he was opening the locker door and he did nothing
So whatever version you are playing the lighting is too bright. That is supposed to be one of the few areas in the game where you can hide in darkness. I assume this is the new PC version, so that seemed to get lost in the port
