They could’ve kept him sealed somewhere safely, and then used the super dragon balls to remove his immortality and then destroy him in combat. I don’t believe that Zen oh Sama was the only way to defeat him.

If Gogeta used Soul Punisher against Fused Zamasu because: 1. Zamasu is immortal/invincible 2. Zamasu is actually pure hearted because he only terrorized Future Trunks timeline because Future Trunks used time travel which is a taboo as Whis, Beerus & even Jaco pointed out. Zamasu had the body of the most pure hearted character in Dragon Ball, Goku.
When zamasu fused with Goku black he wasn't immortal anymore because part of him is still Goku and his physical body they would just have to kill his own Goku son and he would die with the lack of half of body
