These points all seem pretty sensible. Are there actually people that consistently make mistakes in more than one of them?
It depends. I'd say senior tech writers are less prone to making such mistakes consistently.
It all sounds like common sense and open doors but I actually got called at multiple times when failing 2:52. It’s for me far too easy a pitfall to add emotion. Especially when everybody feels that way, nobody wants to see it written.

Sir why do we see so many emotional information on the websites like you gave an example about "ignore the stupid message"...? there are actually quite a lot of sites that resort to informal writing...
Namrata, a matter of opportunity and availability I guess... People do things, including emotional and informal writing, simply because there are more opportunities and platforms where they can do it. But does it bring about the intended result? That's another question of course. Thanks for the feedback.

What are the best ways to build these skills?
Practice. Practice. Practice. If necessary, do it for free for a limited amount of time to build your portfolio and testimonials. There is nothing that teaches quicker than an assignment for a real client/customer. Take a technical writing course that provides a lot of exercises for you to try out your skills and explains the details of building an actual technical document template. And let me know if you need any further help.
