WG K7000 "Old Sparky" Repair 10

This is my first Wells Gardner K7000 repair. Friend of mine brought it to a repair party and the Flyback was arcing to the frame. Replaced the flyback, did a cap kit and it was still dead. I then took the time to go through it.
I watched a lot of Mike's Armature Arcade Monitor Repair videos on the K7000 and made a check-list from that. The list isn't perfect, but it was good enough to help me fix the monitor.

Although the repair is "complete", I still have reservations about the HV. D18 is at 9.8V DC and the B+ (blue wire on chassis mounted resistor) is at 123V DC. However, the HV at the second anode is around 25 - 26K DC. My understanding is it should be around 21K. I'm investigating and if I find a good answer, I'll post a follow up video.
