Jefferry didn't just pick up these people he lured them to his house. He promised them money, drinks and sometimes even sex. Jefferry Dahmer drugged his victims and you seriously want to shift the blame and say that they were the dumb ones. None of them knew he was going to kill them and once he had them in his apartment he made sure that they wouldn't escape.
