Picking is so personal and partly determined by your own biomechanics. I've played for decades and I've never found a fixed way of playing with a plectrum. I played with a thumb pick for years as it was easier for some things...but harder for others. Some people have minimal movement like Yngwie Malmsteen others like SRV have loads of movement in the arm and you can't believe how fast and accurate his playing is. Molly Tuttle, a fantastic bluegrass picker looks like wrist is double jointed...although I'm sure it isn't. I've actually got the most fluid playing with a pick using circle picking.
Totally true although to,add a little nuance, Stevie has a huge range of motion yes but a lot of his quick playing is coming from legato/hammer ons and pull offs rather than from blazing fast alternate picking a la Yngwie. Molly applies all of these principles as well but her wrist does look insane due to much of her movement coming from the wrist rather than the forearm! There are so many ways to do it,, Pat Metheny is one who’s picking has always confused me and I agree with you that there is no static or one size fits all solution!
