If I saw someone, pretty much regardless of who they were, dangling off a cliff, holding on for dear life, I could never walk on without helping and I'd feel terrible if I couldn't help them. But when I imagine that I can see that it's Starmer dangling, the urge to help evaporates.
I'd still help him, because I'm not morally bankrupt, but it wouldn't be because of empathy. And if I failed to rescue him, it'd simply be something I couldn't do. It would be like dropping an old cup. Not ideal, but not worth any emotional reaction.
