Titanium is like steel....there are varies grades. You buy lower grades at cheaper prices, don't expect top grade pure titanium to arrive. Also it isn't pure titanium, it is made into an alloy for strength and flexibilty. End of the day, it is Boeing poor quality control at fault but they want to blame someone....so blame China.
This titanium has also found its way into Airbus planes too, so if Boeing is to blame for this, then so is Airbus. Same thing with the AOG engine parts
