Oh my, it's a good thing you didn't pay. These city transport inspectors are the evilest thing in Sofia. They break the law on a daily basis, including the Data Protection Act and the Law for Internal Affairs. They target mainly foreigners, people from other cities in the country, old people, basically those who don't know their rights because the more fines the bigger wages they get. Absolutely ridiculous.
Someone I met in my hostel who was also a solo traveller said the same thing happened to him. There was definitely no way I was going to pay when I had two tickets. Thank goodness it worked out for me, the guy I met actually paid!
