You've probably figured it out by now, but you really need to work the PanPastel into the paper to be able to use colored pencils over it. On regular drawing paper (like Strathmore tan for example) I find that Prismacolors are the only pencils that work well over the PanPastels. Pastelmat is most artists paper of choice because the PanPastel has to really be rubbed into the tooth of the paper and while this would work similarly on fine sanded paper, the pressure required ruins the foam applicators almost immediately. Also, colored pencils are much nicer to use on Pastelmat. I hate the scratchy feeling of sanded paper. I can't stress enough that you really need to work the PanPastel into the paper if you want to use something else on top! Also, they blend with oily colored pencils like Polychromos and Pablos on Pastelmat. Sort of like the Powder Blender!
I personally found it really hard to layer colored pencils over PanPastel colors when using any paper that is not sanded paper... and you are right, using colored pencils on sanded paper is not so nice, that is why I only use them for details I can't make with pastel pencils. Thank you for the oil based colored pencils recommendation, I really want to try them now! Also that Powder Blender 😊
