Usually your risk assessment will cover a workplace or an area within the workplace. So it might cover for example the workshop and office areas but excludes the car parks. What ever is in the risk assessment must be within the scope of it too. Hope that helps

If it is not relevant then that’s what you put in. “Not relevant “ And the same with your risk controls. If something has been fully controlled then do not leave the box blank. Put “ not further controls required “ and therefore the allocated responsibility and time scale will be “ not applicable “ for both boxes.
