The rule that concerns the kick holder and the towel, was brought about back in the 70s when New England was playing in a game where they had multiple inches of snow on the field. During a time-out, before New England was going to kick a field goal, one of the grounds keepers drove a small tractor, with a snow blade, across the field, making the area that the ball would be kicked from, snow-free. There wasn't any penalty that could be charged at that time. But, it was put in place soon after. This falls under the same intention.
There are 7 officials on the field plus a person watching every play in a booth who can contact the crew for a review. The amount of calls they get right must be mentioned as well. Consider there are 16 games a week and they average around 80+ plays per game so there are over a thousand opportunities to be right or wrong.

I'd really love to see a reaction to a highlight of 1 single game so you can get a flow for the game. Even just the second half is fine cuz thats when big plays matter.

I really haven’t watched the NFL at all since they wrote the “Rodgers Rule” where you basically aren’t allowed to sack the QB because he broke his collar bone on a routine hit. College football is where it’s at now. The NFL has torpedoed the quality of the game in pursuit of protecting EXCLUSIVELY QB and no one else.

But, in order to be considered as "playing the ball" they have to be looking back for the ball. If there's an even amount of pushing and shoving, between the two guys, but only the offensive player is trying to play the ball, usually the defender is going to get called for the foul.
The rule about the pass rusher landing with their weight is that you can't drive the qb into the ground, which he clearly didn't do on that play. Remember, these are all bad calls and penalties can't be reviewed

He said “what are they gonna do, throw me in jail?” Years later, it became a rule that no one may alter the conditions to their advantage. Hence the Bears penalty. Still bogus, if you ask me.
The towel one from the Bears 49ers game is such a strange one. I didn’t know it was a rule and people who are a lot smarter than me about NFL rules didn’t know either. Apparently the players doing it didn’t even know it was against the rules.
One thing you will learn about modern NFL. They treat the QBs like they are fragile babies. So if you pretty much look at them wrong now it is a penalty. It's one of the reasons Brady has lasted so long. 20 years ago he would have been retired by now.
Offensive lineman can't move until the ball is moved. If so it's a 5 yard (false start) penalty on the Offensive side. Defense can move any which way the want. If they go past the ball and get back to their side before the offense moves...no flag. If they are past the ball and the ball is snapped...they are offsides-5 yard penalty againstthe defense...BUT the offense can keep operating like nothing happened. If the offense makes a big play (the offense will decline the off-sides 5 yard penalty and take their big play). If the play is a dude....the offense will take the 5 yards penalty on the defense. Also if the defense crosses the line of scrimmage (the neutral zone). A line man can move (react to the defense crossing the line), making it a neutral zone infraction on the defense (5 yard penalty).
The refs also have post-game accountability system that allows/disallows bonus of both professional opportunities (high-profile/high-importance/playoff games) and money.

When the Quarterbacks slide the second their knee or butt hit the ground the play is over, and hitting the QB in that situation is always a late hit.
Fun fact. 90% of the officials in the NFL are lawyers. Which is why they know every rule.
