Nuclear arsenal against who? Their missiles are so outdated they'd get shot down in Russian airspace.
It only takes one and the physics behind a nuclear warhead is simple (generating the fissile material is difficult but that has already been achieved) . It is rare for Ukraine to shoot down all ballistic missiles. Always best to avoid launching such weapons in the first place as everyone loses if you do.

The reason the leaders of Russia didn't see the invasion of Kursk as a crossed red line worthy of an escalation, is because they consider Russia, Belarus and Ukraine as greater Russia, i.e. provinces of the same country. Similar to American states. To acknowledge it as an invasion would mean admitting that Ukraine is an independent sovereign nation. It's just an internal battle between factions to them. The nuclear threats were always aimed at the west not Ukraine. Why would they want to irradiate parts of greater Russia? If the west had listened to President Macron and sent in troops, pushing Russia over the border, then tactical nuclear warheads would probably have been used. Western weapons are also a difficult issue, as Russia has always claimed it can sell it's weapons to whoever it likes and that is is no one else business. In other words they have supplied them in proxy wars in the past and would do exactly the same now.

One should remember that every single individual working at these types of silos know what the usage of these weapons will do to everything alive on the planet. Russia's nukes haven't been maintained since the end of the cold war. Their propellant doesn't last forever and everything else deteriorates with time, especially when not maintained. I wouldn't be surprised to find out the missiles can't even leave their silos or accelerate as per spec or their navigational systems are all effed up.

NATO likely has defences suitable to take out any tactical or strategic nuclear launches by the Russian Federation. Defences located throughout Europe and the United States. There was a project known as Shiva Star (Marauder I & II) that had the ability to use plasma weaponry to basically immediately take out any MLBM or ICBM launches during the ascent stage of the attack.
