I think there are not "bad" characters in this game, just "this one does good" and "this one does better/worse".
The low Tiers in this game are like mid-tier at worst compared with older games like Third Strike or Meelee, where the low Tiers are literal dog-shit. Here everyone can get wins with more or less effort, Potemkim won a tournament after all.
