Holding definition straight from the rule book. "Holding is any action by a player that restrains an opposing player by impeding their progress whether or not they are in possession of the puck" so yeah it technically is. Plus you cant slew foot ....

The natural motion of leaning back at that point makes the top and bottom of Draisaitle go in two different directions. He leans or pulls back on Draisaitl while anchoring and pushing Draisaitl with his right knee. Slewfoots are an ifraction of leverage not the feet.
