Does this IDoc creation be done by a functional team or a technical team?

IDOC creation will happen in background and setup needs to be done from both ABAP/BASIS. But functional end we should gather the requirement and share with them. They will do the required changes. If any custom fields/segments needs to be added into IDOC, then we should provide the required logic to ABAP team. I can say efforts required from everyone to fufill it.
