His body is pointed towards the ref and his reaction is immediate upon the ball striking the head ref. He saw the ball hit and was making his move long before the player ever touched the head ref.

That's because at his age he's supposed to have a lot more control than that. He's being scolded like a child because that's exactly how he acted when throwing the football. Once you get to a certain age there's no excuses anymore.
The other ref was reminding the player that he can't touch the official like that. It's usually grounds for ejection, but in this case, I think it was just a warning considering what happened. So funny watching it.
Chris Carter had one of those back in the day. He spiked a ball he dropped / was out of bounds and it caught the ref right in the face. Instant flag. He profusely apologized. Even clarifying "I am not arguing the flag. I want to say I'm sorry."
It really is impressive that he was able to still continue talking even while getting pelted in the head with a football because I remember someone accidentally threw a football over the field at my school and hit me in the head when I was about to head home and I was almost down for the count
