I want to know how an 1864 law could be upheld in Arizona at all. Arizona wasn't a state. The bottom half was the Confederate Territory. The top half was a different Territory and included Las Vegas, Nevada. Who's going to call Vegas and tell them they're part of the 1864 ban? Oh yes, details matter.
