This is why she is trying so hard to defeat the chainsawman in order to use him as a weapon to defeat them, more so to kill war, famine, and death, because she believes that they are concepts that humans are happy without. She knows she cannot defeat her elder siblings which is why she is trying to create a weapon.
Not sure exactly if she was also planning to use chainsawman to try and erase all of the primal fears in hell as well, but I doubt even if she was with chainsawman they do not stand a chance against all of the primal fears together. A 1v1 scenarios per primal fear could be possible, but I doubt they can kill every primal fear. He is a "hero of hell" not the "deity" or "king"
