Okay, so I've looked into the code of this game while reprogramming it to play much better. I'd like to provide a few corrections.
You are right that the game was built off of Street Fighter. Hummer team took a few liberties and didn't quite make characters 1:1 Street Fighter, but there are still remnants from other games. Even though four characters have Ryu/Ken specials, nobody has the same inputs as them. Furthermore, they all have unique inputs between each character. For example, Mario's specials are done with back, back, kick and back, forward, punch for his Hurricane Kick and Dragon Punch respectively.
Koopa Troopa is the one who actually reuses Zangief's code. They both share an action done with down+punch up close, intended for Zangief's grab, but Koopa just walks forward. Their character IDs in their respective games match too. Peach reused Guile and Mario either reuses Chun-Li's or Dhalsim's; their common points also being IDs and extra command attacks.
Bowser is small due to the OAM RAM limitations, reserved for active sprites on the screen. It can only hold 64 tiles, so you'd have to split 32 between both characters. CHR banks contain the sprites themselves, and while they do need to hold multiple sprites for efficiency, not working within 64 tiles means sprites shall get cut off. In fact, many sprites are already missing tiles to fit the tile limit.
I can confirm that Bowser was one of the last characters, but not _the_ last. In the internal character order, Bowser is 7th while Luigi is 8th. That being said, both characters are unfinished. Bowser can't trip the opponent with his tail and has a tail dive attack that doesn't move at all, while Luigi can only use his Fireball in human hands as the other specials weren't assigned inputs. Talk about living in his brother's shadow.

I remember this Bootleg too. And I was confused why it was called "Kart Fighters". It should be called more on the lines like "Mario Fighters" instead.

I had no idea Chun Lee said "spinning bird kick" I always heard it as "back " thanks Lady Decade.
My daddy went to London in the 1980s and brought me back a small stuff rabbit from Harrods. At the time is was like 5 dollars to the pound so a 5 pound rabbit cost 35 dollars. At least the rabbit, he could put in a bag. When I was like 2, he brought me a stuff donkey from FOA Swartz in New York City and he had to carry it on the plane as a carry on. I still have both of course.
The background with the mushrooms seems to be using Little Nemo: The Dream Master. Specifically the one in the first stage of the game.
From what I can gather, that seems to be the case.

When I was a child in the nineties I remember some guys playing this game and I was quite impressed by it. One day I went there and played it for quite a while trying to build up some skills until I finally realized the game was crap. Another interesting bootleg that I remember from there and this one I ended up buying for myself is Mega Man X3 for the Sega Genesis. It is a very interesting bootleg, quite playable and I remember even having fun with it.
I played this. It also appeared on the 620-in-1 NES Classic clones
Believe it or not I've actually played this before I have a famiclone console with this game I actually don't hate it I was hoping they would have made like a Mario kart style game like this

GameCube was lackluster because the craze for video game systems playing DVDs and GameCube went with mini CDs hoping to deter people from stealing games. Also N64 going with cartridges still left a mark on GameCube like Saturn left a mark on Dreamcast

This isn't homebrew. This is a bootleg game made by a business with the intent to make money. There's a major difference.

Each character uses two palettes. While not perfect, it does allow for more than three colors to be used at once.
those are like 8 sprites per character, i wonder which mapper it uses
@@omegarugal9283 Both characters use 32 tiles maximum, which is pretty huge for an NES game since that makes up the entire sprite RAM. As for what mapper it uses, the one I worked with uses MMC3, but it also is on Huang (116).
