One of the biggest causes for the achievement Gap is IQ. Of course the quality of schools have an effect on academic gaps. However IQ matters a lot! You would be much better off with an IQ of 125 in a poor school than with an IQ of 85 in a rich school. And actually here in the states federal funding eliminates virtually all the funding gaps. Individuals with an IQ of 85 are not going to do well with high G-loaded academic tasks no matter how well their school is funded.

Different culture and values. Typically Asian immigrants come decently off, where as other ethnic groups are stuck in a cycle of poverty. Because they're in a decent position their children likely will be, and their children, and so on. Which is why there's a lot of second, third, fourth, even fifth generation Asian-Americans who are well off. Even then, when people say "Asian" they typically mean Korean, Chinese, and Japanese, but there's hundreds of other Asian ethnic groups that have it just as bad as other ethnic groups that are disproportionality live in poverty.

Being poor is not an excuse if you make an effort to finish your education.
