I think comparison with Saudi, Qatar and UAE is not right. These are monarchy's and not democracy. While making an important decision, govt of these countries dont have to worry about parliament debates, resistance by opposition, bureaucratic red tape, street protests etc.
What about India, Malaysia, Indonesia and Turkey?

Nepotism and the right person at the right position in government are not available in Pakistan. I give a recent example of an IT minister who is a niece of our defense minister and has no background experience or qualifications related to IT ministry and when a slow internet problem arises she says it is due to a VPN that wasn't true. Now chairman of PTA who is a retired Maj general says that slow internet is experiencing due to a fault in marine cable. Is there anyone who tells the truth? Believe me in each and every department you see any Army officer who doesn't have knowledge, qualifications, and experience as well as a son or daughter of elites who doesn't have qualifications and experience in a relevant field. This country will not develop until reforms in every department are started and the right person for the right job is implemented.
Apart from FDI. Local investors are not secure here due to higher tax rates which are blindly snatched from investors. Like if you hv bought a plot at Rs.2.8 M and now a days it's current market worth is Rs. 2.3 million means you are in a loss of 0.5 million apart from depriciation of rupee. Still you are bound to pay tax as CGT, what a dilemma is this. Also if you go on PSX on your investment if you receive any dividend amount its transferred after deduction of tax even though your expenses are more than and may b many folds than that dividend income. And even if you are bound to live by selling your assets. Still govt of Pakistan needs tax from you for paying road charges on CPEC and other projects and needs. Still the toll from these govt build roads is captured by foundation. In Pakistan if you are not stealing electricity with cooperation of wapda officials you are bound to pay for others theft. IPPs are much bad but what about WASA. My water bill in 2018 was Rs. 300/for 2 months. In Dec 2023 it was Rs. 800/.+/-. Now a new govt came and this bill is not only doubled to Rs. 1550/.but on bi monthly basis. Still the water is free by Allah and the same old sewerage line and is the tube well which operates in my area. So it happens only in a banana republic. Also pl note psx bonus shares tax which is calculated on the rate of last closing date price and you hv to pay bonus shares tax on ex date price what a butcher Pakistan have to crunch its investors, companies and so the economy of the country.

Please do research first and then make a statement, like even THE WIDE LENS channel which put out a great comparison with India, where just in one week Indian small startups raised 325 million dollars in June, and in the same week Pakistani software business lost 300 million in one week!
