Harley changed the oiling on the XLs in 2000 can't remember exactly what but you can use a 2000 gasket on the earlier XLs but you can't use an early gasket on the 00 to 03. Seems like it had to do with oiling the lifters and or scavenging.I'm 77 and I just don't remember. I haven't worked on a Sportster for 15 years. It looks like the cover you're cutting is from a 00 to 03 cover. There are two holes inside the cover above the hole that was plugged from the factory. The earlier XLs don't have them.
