On Dec 8th 2023, IRCC conducted a STEM category Express Entry draw with CRS cutoff at 481. Subsequently, on Dec 14th, Ontario conducted OINP Human Capital Priorities Stream, Tech draw, with CRS range between 473 and 480. The 480 is 1 point below the 481 and is done intentionally. Two tech occupations are excluded from the OINP Tech draw intentionally: Information System Specialists and Cybersecurity Specialists.

In Alberta, I heard that it is very competitive to find IT jobs even though it has a healthy tech industry. For PR, consultants are recommending Atlantic provinces. Nova Scotia is getting expensive in housing; it is over-crowded. New Brunswick looks promising. It has federal Express Entry, NB PNP, and Atlantic Immigration Program (AIP). After graduation, file New Brunswick Student Connection Express Entry. This is only a tip. You should monitor Canadian IT development and job sites in particular provinces of interest. Only you can make the tough call.
Ways to increase your CRS score: 1) Maximize your language or CLB score. 2) Learn French (and pass TCF Canada or TEF Canada). 3) Find a better qualify job (TEER 0 vs. TEER 3). 4) Get higher degree (such as Master). 5) Work longer in Canada (Canadian experience). 6) International work experience. 7) Certificate of Qualification for trade. 8) Brother/sister in Canada. 9) LIMA - 50 points or 200 points for senior manager. 10) PNP - 600 additional CRS points.

Make sure that she qualifies for some sort of PNP stream after graduation. in Ontario, if she graduated with Master degree from an eligible Ontario public university, she qualifies for OINP Masters Graduate Stream for PNP. No job offers required to apply. In BC, if she graduated with Master degree from certain university programs, she qualifies for International Post-Graduate Stream. No job offers required to apply. Other provinces have similar PNP streams. Choose province/university/program carefully for PNP. She may or may not be able to find a job after graduation.

Express Entry (Canadian Experience Class) requires 1560 hours of Canadian experience under TEER 0,1,2,or 3 occupation. For PNP, it is another story. In Ontario, there is OINP Masters Graduate Streamm, if you graduated with Master degree from an eligible Ontario public university, you can file wihtout any job offers. In BC, there is International Post-graduate Stream. If you graduated with Master degree from an eligible univeristy and program, you can file without any job offers.
For trades, if you get certified with the official governing body of the province (which can take years of apprenticeship), you recevie 50 points called Certificate of Qualification (COQ). Recently, IRCC banned truckers from getting this 50 points.
If you work in a prioritized occupation, you qualify for category-based Express Entry draws with lower CRS cutoffs. If you don't work in a prioritized occupation, you belong to general Express Entry draws with very high CRS cutoffs (over 500). This is from federal side. From provincial side, there is PNP. If you don't qualify for PNP, then you are in the wrong province. Look for a province with easier PNP for your occupation. Make sure the other province's stream accepts out-of-province PGWP holders before moving.

Employers value Master degree more than PG Diplomas. Also, Master degree earns more CRS points. More importantly, many provinces have special PNP streams for Master degree graduates. For example, in Ontario, if you graduated with Master degree from an eligible Ontario public university, you qualify for OINP Masters Graduate Stream; no job offers required to apply.

Express Entry is for jobs in TEER 0, 1, 2, or 3. "65201 - Food counter attendants, kitchen helpers and related support occupations" is TEER 5 occupation. You will need to try PNP.

For trades, if you get certified with the official governing body of the province (which can take years of apprenticeship), you recevie 50 points called Certificate of Qualification (COQ).
Recently, IRCC banned truckers from getting this 50 points.

If you work in a prioritized occupation, you qualify for category-based Express Entry draws with lower CRS cutoffs. If you don't work in a prioritized occupation, you belong to general Express Entry draws with very high CRS cutoffs (over 500). This is from federal side. From provincial side, there is PNP. If you don't qualify for PNP, then you are in the wrong province. Look for a province with easier PNP for your occupation. Make sure the other province's stream accepts out-of-province PGWP holders before moving.
@@smwk2017 I heard that the Saskatchewan doesn't accept the out of province PGWP holders for their PNP program. Is that right? Do you have the idea which provinces are easy to get PNP for a Lab technician(TEFR-2 category)? I searched on Google but didn't find any useful information.

Employers value Master degree more than PG Diplomas. Also, Master degree earns more CRS points. More importantly, many provinces have special PNP streams for Master degree graduates. For example, in Ontario, if you graduated with Master degree from an eligible Ontario public university, you qualify for OINP Masters Graduate Stream; no job offers required to apply.
Unfortunately, most Master degrees require 4-yr Bachelor degrees. Many Indian students have only 3-yr Bachelor degrees so they settle for PG Diplomas.

You will be eligible for pr but I don't know how much point you will get as cutoff keeps changing
1) File Express Entry (federal skilled worker). No Canadian experience or education required. Chances are slim unless your have specialized or in-demand skills.
2) Apply and study PhD in Canada. Surprisingly, tuition is low in many universities.
3) Look for a Canadian employer for job offer, willing to sponsor you for LMIA (Labor Market Impact Assessment). Once LMIA approved, you can apply for closed work permit.
If you can't afford Canadian education, then come as federal skilled worker (FSW) or federal skilled trade (FST). No job offers or Canadian experience required to apply. There are some special program:

Express Entry is for jobs in TEER 0, 1, 2, or 3. "65201 - Food counter attendants, kitchen helpers and related support occupations" is TEER 5 occupation. You will need to try PNP.

@@sakshyamacharya9302 I don't your province. BC PNP has some of these occupations in there. That is why I asked you to compare provinces' PNPs. You could be in the wrong province for TEER 5 occupations.

@@sakshyamacharya9302 Consultants are recommending students to study in Atlantic provinces for easier PR. My concern is jobs. If you are health/hospital labs, then there are jobs. If you are engineering/scientific labs, there may not be enough industries in these less populated provinces. Atlantic Immigration Program provides you access to designated employers from Nova Scotia, New Brunswick, PEI, and Newfoundland & Labrador job markets.

It depends on your occupation. It is usually for electricians, plumbers, and carpenters. Canada just banned COQ for truckers from getting CRS points.

@@muskansharma6528 COQ is for FST (federal skilled trades). If you are in FSW (federal skilled workers) or CEC (Canadian Experience Class), it does not apply.

@@muskansharma6528 In Ontario, Registered Nurse (RN) is licensed with CNO. Professional Engineers are licensed with PEO. These occupations fall under FSW (federal skilled workers). They don't qualify for COQ even though both occupations require provincial licenses.

I believe so. You need to read the OINP Masters Graduate Stream for requirements. If you attend a private university such as Yorkville, you can forget about it.
