It's also worth noting that this man climbed the crane, it wasn't just a regular high angle rescue, it was a POTENTIALLY suicidal, uncooperative or nefarious intentions 'suspect', the FDNY might've had to engage in a struggle once they actually reached the subject, it was a better bet to let the ESU handle it.

ESU usually handles the high angle rescues. Both FDNY and NYPD do water rescues.
