PSA:
If you have an Infinite Loading Screen, you'll have to DELETE THE ENTIRE FALLOUT 4 FOLDER IN "My Documents". However, doing so means you lose ALL YOUR SAVES. To keep your Saves for later, simply Rename your Fallout 4 folder in "My Documents" to something different and move it to another place (also make backups of your Prefs INI and Fallout 4 INI). Then you simply have to use Fallout 4's Launcher and it will create that Folder again. You'll have to redo all your Graphics settings but you will have a Clean and ready to play Fallout: London!
About In-Game Performance:
I had REALLY BAD performance issues in this video. I found out after recording 3 more videos that Mo2 DIDN'T want to read my Prefs INI or Fallout 4 INI (in fact, it actually had its own copy of both for some reason). Copying and pasting the contents of the original INI's into the Mo2 versions of those files fixed my game.
