Have you considered adding capitulation missions when u make the mission trees? An example could be if the mamluks occupie all of anatolia and constantinople the latin empire will fall Idk if it would work but it would be awesome Another cool mission would be something that spawns rebels in enemy provinces

What if no one declares war? Highest dev? Naval force limit can be used to split up the war If other side doesn't have any or good naval bonuses. Have a mission for mamluk navy doing stuff letting you get ducets if if steal socmuch trade from Constantinople You could have rebels show up that give (mabye not) bonuses, mabye rebels show up on a chosen border province, defeating them gives you the local defense expert bonus (+25%) and if you just let them go the Provence either goes free or goes to the other player. Something like this gives action besides build up.

Eh depends, most people who dont have thousands of hours in eu4 prefer solo content probably, its hard to appreciate multiplayer before understanding single player. Also solo content is easier to make due to schedules prolly
