60k in what currency ?
Usually for anything “design”-wise that requires processing, you would buy a laptop with decent RAM and CPU. I would say probably 8GB of RAM at least, and Core i7 - 8th generation at least. Then you wouldn’t have problems with your revit (it also depends on how big and complicated your drawings are gonna be, but you sound like a starter so the specs I gave you will serve you well).
These kinds of laptops range all the way from 700$ to maybe 2500$, depending on the brand and the other specs that come with the laptop.

Hi there! It's best to choose a laptop with an i5 with 8GB RAM along with a 4GB graphics card to run the software. Ensure that you have a min of 30GB free on your C Drive. This is a bare minimum configuration to run the software smoothly on any laptop.
(Also - remember that Revit does not run on Apple products)
